1. Our Procurement Principles
At the Pastoralist Development Agenda (PDA), our procurement activities are guided by core principles that ensure integrity, fairness, and value for money, all in service of our mission to empower pastoralist communities. We are committed to:
-
Transparency & Fairness: Open and clear processes that provide equal opportunity to all qualified bidders.
-
Integrity & Accountability: Conducting all procurement with the highest ethical standards, free from corruption, fraud, or conflict of interest.
-
Value for Money: Selecting options that provide the best balance of quality, cost, and sustainability, not merely the lowest price.
-
Sustainability & Local Benefit: Wherever possible, we prioritize environmentally sustainable solutions and seek to engage competent local suppliers and contractors within the regions we serve.
2. Procurement Methods
Depending on the nature, value, and complexity of the requirement, PDA utilizes the following methods:
-
Open Tender: Publicly advertised competitive bidding for high-value contracts.
-
Request for Quotation (RFQ): Solicitation of quotes from a pre-selected list of qualified suppliers for lower-value goods and services.
-
Request for Proposal (RFP): Used for complex services (e.g., consultancy, audits) where technical approach and expertise are as important as cost.
-
Direct Procurement: Applied only under specific, justified circumstances as per our internal policies (e.g., sole source for specialized items, emergency situations).
